Your leftover kWh is not a bank anymore.
Open last month’s TNB bill. Find Caj Tenaga (Energy Charge). That is the only line a new domestic ATAP export can credit. Caj Kapasiti (Capacity), Caj Rangkaian (Network), and AFA stay on the imported kWh. If the credit is still sitting there at the end of that billing month, it is forfeited. No cash. No rollover.
If the quote in your WhatsApp still says “1:1” or “credit for 12 months,” that is old NEM Rakyat, not ATAP.

Existing NEM stays on its original terms unless you terminate that contract and convert. This page is not telling you to break a live NEM file.
ATAP is the Solar Accelerated Transition Action Programme. Clause 5 of GP/ST/No. 60/2025 leaves capacity and open/close dates with the Government. Do not read “no published MW quota” as unlimited. The Government can cap or close the programme.

You have some leftover export after the house uses what it can. We do not invent how many kWh you export. We show what one leftover kWh does to each line.

AFA is billed as a dated sen/kWh, waived at ≤600 kWh. Do not average it. Do not use a forecast as the billed rate.

NEM Rakyat’s 1:1 offset and 12-month rollover are old contrast only. They are never ATAP. The pre-July 2025 Tariff A leftover RM0.218 is not an ATAP credit.
What that means if you oversize
ATAP also caps how much export can be used to offset: MAQ = kWac × 5 sun-hours × billing days. Export above MAQ is forfeited even if the bill is still positive.
In a 30-day billing month, a 5 kWac single-phase file has MAQ = 5 × 5 × 30 = 750 kWh. That is the official formula on a 30-day month — not a promise of 750 kWh of sun.
So two things can kill leftover kWh in the same month:
- Credit that does not fit this month’s Energy Charge — forfeited.
- Export above MAQ — forfeited, even when Caj Tenaga is still running.
Oversizing so the roof “banks” midday kWh for night or for next month is a NEM habit. Under ATAP it is a forfeit machine. The expensive kWh is the one the house (or the car) actually uses while the sun is up. That is the solar + EV page.
Domestic no-study cap: 5 kWac single-phase / 15 kWac three-phase. Above that, TNB CCC RM1,000.
If you start an ATAP file
- SEDA decision: ≤2 months after submission.
- Complete the file within 3 months.
- Application fee RM7.50/kW, payable in 7 days.
- Commission within 18 months of approval, or the approval lapses.
- TNB ATAP contract: 10 years, then SelCo only (self-consume; no export offset).
- DIY is not the path. Appoint an RPVSP.
Who this page is not for

Baki unit anda bukan bank lagi.

Offset 1:1 NEM Rakyat dan rollover 12 bulan itu banding lama sahaja. Ia bukan ATAP. Baki Tariff A sebelum Julai 2025 RM0.218 bukan kredit ATAP.
Jika anda oversize
ATAP juga hadkan berapa eksport boleh dipakai untuk offset: MAQ = kWac × 5 jam matahari × hari bil. Eksport atas MAQ luput walaupun bil masih positif.
Dalam bulan bil 30 hari, fail 5 kWac fasa tunggal ada MAQ = 5 × 5 × 30 = 750 kWh. Itu rumus rasmi pada bulan 30 hari — bukan janji 750 kWh matahari.
Jadi dua perkara boleh bunuh baki unit dalam bulan yang sama:
- Kredit yang tak muat Caj Tenaga bulan ini — luput.
- Eksport atas MAQ — luput, walaupun Caj Tenaga masih berjalan.
Oversize supaya bumbung “simpan” unit tengah hari untuk malam atau bulan depan itu tabiat NEM. Bawah ATAP ia mesin luput. Unit yang mahal ialah unit yang rumah (atau kereta) benar-benar guna semasa matahari ada. Itu halaman solar + EV.
Had tanpa kajian domestik: 5 kWac fasa tunggal / 15 kWac tiga fasa. Atas itu, CCC TNB RM1,000.
Jika anda buka fail ATAP
- Keputusan SEDA: ≤2 bulan selepas hantar.
- Lengkapkan fail dalam 3 bulan.
- Yuran permohonan RM7.50/kW, bayar dalam 7 hari.
- Tauliah dalam 18 bulan dari kelulusan, atau kelulusan luput.
- Kontrak ATAP TNB: 10 tahun, kemudian SelCo sahaja (guna sendiri; tiada offset eksport).
- DIY bukan laluan. Lantik RPVSP.
