What is Solar ATAP?
Solar ATAP is the Solar Accelerated Transition Action Programme for Peninsular Malaysia TNB consumers. You use rooftop solar on-site first; surplus can export for a bill credit. Domestic credit is the applicable Energy Charge (Caj Tenaga) only, same billing month — unused credit is forfeited and cannot offset AFA (ST GP/ST/No. 60/2025). SEDA runs eATAP; you appoint an RPVSP. Who files — and who is out
Existing TNB consumer in Peninsular Malaysia. Panels on a rooftop within your own premise. Multi-tenant (tenant sub-meter) accounts: not eligible. Sabah and Sarawak are not this instrument.
The homeowner appoints an RPVSP. The RPVSP submits on eATAP. DIY is not the official path. The portal opened 1 Jan 2026; without a contractor session it is login-walled. Public steps sit on SEDA and TNB pages, not a guest wizard.
New NEM applications ended 30 Jun 2025. A new homeowner does not file leftover NEM.

You do not file Solar ATAP yourself. A SEDA Registered PV Service Provider (RPVSP) files at atap.seda.gov.my. You must be an existing TNB consumer in Peninsular Malaysia, with the panels on a rooftop within your own premise. Multi-tenant (tenant sub-meter) accounts and Sabah / Sarawak are not eligible.
What is the Solar ATAP application fee?
The eATAP application fee is RM7.50/kW, payable within 7 days of submission or eATAP rejects. The fee is non-refundable.
What happens if you miss the 18-month commence window?
Commence operation within 18 months of the SEDA approval notification. If you miss that window, the approval is cancelled and the fee is not refunded.
How does Solar ATAP differ from NEM on the bill?
NEM 3.0 offer closed 30 Jun 2025. Under Solar ATAP, domestic export credit is applicable Energy Charge (Caj Tenaga) only in the same billing month — unused credit is forfeited and cannot offset AFA. Can condo or multi-tenant premises apply for Solar ATAP?
Multi-tenant consumers are not eligible: TNB accounts on tenant sub-meters in a multi-tenant scheme cannot apply. The ST guideline does not name condos or apartments; it requires the panels to be on a rooftop within the applicant’s own premise, and the applicant must be an existing TNB consumer in Peninsular Malaysia.
The public path
- Confirm the TNB domestic account — not multi-tenant.
- Appoint an RPVSP from the SEDA directory.
- If the file is above 5 kWac single-phase or 15 kWac three-phase, TNB CCC first — RM1,000.
- The RPVSP files on eATAP. Fee RM7.50/kW, payable within 7 days or eATAP rejects. The fee is non-refundable.
- Complete the application within 3 months of submission, or it may be rejected.
- SEDA notifies the result not later than 2 months after submission — SEDA’s published decision window.
- Install; testing and commissioning by a competent person; Form G & H.
- TNB installs the bi-directional meter. Sign the Solar ATAP Contract before commencement, or the approval is automatically cancelled.
- Commence operation within 18 months of the SEDA approval notification.
- After year 10 of the TNB contract: SelCo only — self-consume, no export offset.
You will also need, as the official checklists list them: MyKad (or passport), the latest TNB bill, a single-line diagram endorsed by an ST Competent Person and a SEDA Qualified Person, and the Solar ATAP e-certificate after approval. That is not a shopping list we invented.

The 18-month clock is the one homeowners miss while waiting on a roof. It does not start on a WhatsApp booking.
Cash, PPA, or lease — official only
SEDA’s ATAP page names three purchase paths:
- Outright cash / bank loan
- PPA with an RPVI
- Solar lease
No official RM/kWp. No official “best” path. This page will not invent a finance product.
Remaining MW
There is no published remaining ATAP MW. GP/ST/No. 60/2025 clause 5 leaves total capacity and open/close dates with the Government. Remaining = UNKNOWN. Do not read “no published quota” as unlimited. The Government can cap or close the programme.
This clock is not SuRIA
The 18-month commence clock is not the SuRIA Home 31 Dec 2026 rebate deadline. A file can still be valid ATAP in 2027 and miss the rebate entirely. “We already applied” is not commission. Do not merge the two clocks.
Who this page is not for
Multi-tenant (tenant sub-meter) accounts. Sabah / Sarawak. Existing NEM that has not converted: you stay on original NEM terms unless you terminate and convert. This page is not telling you to break a live NEM file.

Bolehkah premis kondo atau multi-tenant memohon Solar ATAP?
Pengguna multi-tenant tidak layak: akaun TNB di bawah sub-meter penyewa dalam skim multi-tenant tidak boleh memohon. Garis panduan ST tidak menyebut kondo atau apartment; panel mesti di atas bumbung dalam premis pemohon sendiri, dan pemohon mesti pengguna TNB sedia ada di Semenanjung.
Laluan awam
- Sahkan akaun TNB domestik — bukan multi-tenant.
- Lantik RPVSP dari direktori SEDA.
- Jika fail atas 5 kWac fasa tunggal atau 15 kWac tiga fasa, CCC TNB dulu — RM1,000.
- RPVSP fail di eATAP. Yuran RM7.50/kW, bayar dalam 7 hari atau eATAP tolak. Yuran tidak dikembalikan.
- Lengkapkan permohonan dalam 3 bulan dari hantar, atau ia boleh ditolak.
- SEDA maklumkan keputusan tidak lewat daripada 2 bulan selepas hantar — tingkap keputusan SEDA yang diterbitkan.
- Pasang; ujian dan tauliah oleh orang kompeten; Borang G & H.
- TNB pasang meter dwiarah. Tandatangan Kontrak Solar ATAP sebelum tarikh mula, atau kelulusan dibatalkan secara automatik.
- Mula beroperasi dalam 18 bulan dari notifikasi kelulusan SEDA.
- Selepas tahun 10 kontrak TNB: SelCo sahaja — guna sendiri, tiada offset eksport.
Anda juga perlu, seperti senarai semak rasmi: MyKad (atau pasport), bil TNB terkini, gambar rajah talian tunggal yang diendors oleh Orang Kompeten ST dan Qualified Person SEDA, dan e-sijil Solar ATAP selepas lulus. Itu bukan senarai beli yang kami cipta.

- Pajakan solar
Tiada RM/kWp rasmi. Tiada laluan “terbaik” rasmi. Halaman ini tidak akan cipta produk kewangan.
Baki MW
Tiada baki MW ATAP yang diterbitkan. Fasal 5 GP/ST/No. 60/2025 tinggalkan jumlah kapasiti dan tarikh buka/tutup pada Kerajaan. Baki = tidak diketahui. Jangan baca “tiada kuota diterbitkan” sebagai tanpa had. Kerajaan boleh hadkan atau tutup program ini.
Jam ini bukan SuRIA
Jam mula 18 bulan bukan tarikh rebat SuRIA Home 31 Dis 2026. Fail masih boleh jadi ATAP sah pada 2027 dan terlepas rebat terus. “Kami sudah apply” bukan tauliah. Jangan satukan dua jam itu.
